Abstract
This comprehensive Five-Year Economic Reform Program is a cross-sectoral initiative with the primary goals of (i) boosting national production for export, (ii) ensuring a decent standard of living for all citizens, promoting social justice, and fostering comprehensive and balanced development. To realize this vision, a set of overarching quantitative objectives and policies, spanning macroeconomic, sectoral, and institutional domains, has been formulated. These policies aim to mobilize financial resources for both public and private investments, focusing on key areas such as (i) Restoration of economic stability and sustainable growth, encompassing fiscal, monetary, and banking policies, as well as measures addressing the external sector; (ii) Enhancement of goods and services sectors; (iii) Development of infrastructure; (iv) Promotion of social welfare; (v) Advancement of human resources development and capacity building; (vi) Support for scientific research; (vii) Clarification of the role of states in program implementation; (viii) Identification of development priorities; (ix) Emphasis on the leading role of the private and joint sectors (both domestic and foreign) in economic activities.
The Program aims to significantly enhance production and productivity across economic sectors, with a primary focus on boosting industrial production, including extractive industries such as petroleum and minerals. In the petroleum sector, the Program seeks to increase crude oil production, refine oil products, and optimize byproduct output. Policies include intensifying exploration, enhancing transportation infrastructure, attracting private sector investment, and ensuring environmental conservation. In the minerals sector, the Program aims to increase the production of various minerals, promoting domestic industry localization, attracting investments, addressing health and safety concerns, and improving technological advancements. Other industries, including food and engineering, are targeted to increase production and exports.
In the agricultural sector, the Program focuses on increasing production and productivity, targeting specific crops like Dura, millet, wheat, cotton, sesame, peanut, and sunflower. Policies include institutional reform, modernizing farming systems, reducing crop losses, and integrating agriculture with industry. The Animal Production aspect aims to increase livestock numbers and improve product yields, emphasizing meat, dairy, fish, poultry, eggs, and leather production. Policies involve building a modern livestock database, improving genetic components, expanding financial services, and encouraging partnerships in vaccine production and meat exports.
The forest sector emphasizes increasing tree cover, legalizing acacia area holdings, and promoting Gum Arabic production. In other industrial-related sectors, the Program addresses infrastructure development, including irrigation, transportation, and market structures to stabilize prices and increase producers' income. The comprehensive approach includes policies to attract foreign investment, privatization, and research and information center development to advance Sudan's industrial sector.
The Environmental aspect of the Program focuses on improving the national, state, and local environmental standards through various policies. Strategies include developing a conservation strategy for depletable and renewable natural resources, studying environmental impacts of development projects, updating regulations, adopting smart partnerships, utilizing mass media for awareness, integrating environmental concepts into education, establishing a national training center, and seeking additional funding sources. Regarding Meteorology and Weather Forecasting, the Program aims to elevate performance efficiency to international standards. This involves rehabilitating and modernizing monitoring and forecasting networks, expanding the telecommunications network to cover more areas, capacity building and training, and aligning with national development, investment, and natural disaster management policies.
The Water Supply and Sanitation component of the Program aims to bridge the consumption gap in drinking water providing clean water through water utilities with a cost recovery system, encouraging private sector investment in water services, promoting community management of water utilities, increasing sanitation coverage in rural and urban areas, and linking water supply and sanitation with environmental health. Additionally, research on ground and surface water resources and their rational use is prioritized.
