Abstract
This Act provides rules relative to mining rights and the exploitation of mineral materials in Sudan. As a general principle, Article 4 states that all the mining materials on the surface or underneath the earth, in the regional waters, or in its continental shelf shall be the property of the State. The Act defines mining contracts that may be concluded and mining licenses that may be issued by the Committee established by this Act. Other provisions concern conditions of license - including adhere to the general policies of the State in the field of environmental protection (art.11) - reporting on discovery of mining materials, compensation of land owners by license holders, establishment of the Committee, functions and powers of the Committee and its Chairman, appeal with the Minister against decisions of the Committee and offences and penalties.
