Abstract
The National Biodiversity Strategy and Action Plan is a comprehensive sectoral document that envisions future sustainable national development plans, taking into consideration the conservation of biodiversity, national heritage, and indigenous knowledge. The Strategy emphasizes the need to build a critical mass that can contribute significantly to the sustainable development and conservation of biodiversity. The objectives cover aspects pertaining to biodiversity, such as conservation, promotion of awareness, creation of an enabling environment for and effecting sustainable utilization, complying with and benefiting from regional and other conventions/agreements Sudan is party to, together with essential legislative actions. To fulfill its objectives, the Strategy proposes several projects that emphasize conservation of biodiversity while building capacity and taking legal measures to preserve the indigenous knowledge and resources of flora and fauna.
The document, aiming to conserve and enhance biological diversity for the prosperity and development of the Sudan, has the following specific objectives (i) Conservation of biodiversity through strengthening research, monitoring, and documentation (including indigenous knowledge), practicing in-situ conservation (e.g., nature reserves, national parks), and ex-situ conservation (e.g., botanic gardens, gene banks); (ii) Promotion of sustainable use of biodiversity products, involving reduction of over-exploitation through appropriate land use and farming techniques, creating alternative products and income sources, and controlling the introduction of germplasm; (iii) Promoting awareness on biodiversity conservation, to be achieved by informing the public and decision-makers, assigning economic value to biodiversity products, and encouraging environmentally friendly activities like ecotourism and environmental impact assessment; (iv) Creating an enabling environment for biodiversity conservation by promoting political will, strengthening institutional capacity, enacting comprehensive policies, adopting economic incentives, and securing financial resources; (v) Complying with and benefiting from regional and international agreements and mechanisms through Sudan's commitment to honoring and maximizing benefits from ratified international biodiversity and environmental agreements.
The Strategy outlines general actions to establish a robust framework, focusing on mitigating environmental impacts, ensuring genetic resource access, emphasizing biosafety, and developing a national land-use action plan, alongside legislative revisions and institutional strengthening. Specific actions detail strategies for in-situ and ex-situ conservation, sustainable utilization, documentation, training, institutional arrangements, and comprehensive legislative frameworks.
