Abstract
This National Implementation Plan (NIP) for the management and phase out of Persistent Organic Pollutants (POPs) is a nationwide sectoral document, compiled in accordance with article 7 of the Stockholm Convention on POPs, updating the first NIP of 2007. It aims at (i) giving an overview of Sudan current level of compliance with the Convention requirements in respect to initial POPs; (ii) giving an overview on the situation of the new listed POPs and how Sudan is planning to address them in an integrated manner. The NIP integrates the following cross-sectoral issues, mainly concerning some related socioeconomic aspects, such as (i) food and water safety (including POPs exposure of population); (ii) POPs exposure of vulnerable and highly exposed groups; (iii) treatment of POPs-contaminated materials and the cost of destruction; (iv) end of life management; and (v) cost of POPs contaminated soil and site remediation. Considering the socio-economic burdens of POPs and related waste management, the document implementation shall take into account the following approaches and principles (i) the precautionary approach; (ii) extended producer responsibility; and (iii) the polluter pays principle.
The actions provided for in the Plan are (i) institutional and regulatory strengthening measures; (ii) measures to reduce or eliminate releases from intentional production; (iii) production, import and export, use, stockpiles, and wastes of POPs pesticides in order to have safe use of pesticides and minimization and substitution of pesticides for protection of human health and the environment; (iv) import and export, use, identification, labelling, removal, storage and disposal of PCBs and equipment containing PCBs in order to gradually eliminate their use; (v) import and export, use, stockpiles, and wastes of POPs-PBDEs in order to trace their presence in products used by consumers, and currently recycled, stockpiled, or landfilled; (vi) production, import and export, use, stockpiles, and wastes of DDT (if used in the country); (vii) production, import and export, use, stockpiles, and wastes of PFOS and PFOSF which are not manufactured in Sudan and enter the country through import but none of them is identified in an inventory; (viii) establishment of a register for specific exemptions; (ix) measures to reduce releases from unintentional production, as well as from stockpiles and wastes.
