Abstract
This Decree consisting of 7 articles aims at forming (i) the Higher Council for Food Security and Nutrition, chaired by the Vice President of the Republic; (ii) the Technical Committee of Food Security and Nutrition, chaired by the Ministry of Agriculture and Irrigation; and (iii) the Technical Secretariat for Food Security, and definying their functions
Functions of the Higher Council for Food Security and Nutrition are as follows (i) supervising the interventions in the field of Food Security and Nutrition between the governmental institutions; (ii) endorsement of the policy, strategy, reports of the situation of the Food Security and Nutrition; (iii) providing support to the State governments to coordinate efforts regarding the Food Security and Food Aids; (iv) endorsement of priorities to implement the annual programs and activities of Food Security; (v) approval of priorities of interventions for Food Aids and Non-Food Aids in cases that need humanitarian assistance; (vi) supervising the introduction of improvements to the information systems of Food Security and Early warning systems; (vii) being in charge of communications and coordination with the neighboring countries and organizations regarding Food Security.
Functions of the Technical Committee of the Food Security and Nutrition are as follows (i) submission of reports, plans, and policies to the Higher Council for Food Security; (ii) approval of protocols of cooperation with the institutions related to the Food Security; (iii) coordination and fundraising for collecting and analyzing the data related to all cases of Food Insecurity to help in collection and analyzing information coming via related institutions; (iv) providing advice to the Ministries on issues related to Food Security; and (v) approval of briefings for the special policies related to Food Security to present to the National Council and the Cabinet.
Functions of the Technical Secretariat for Food Security are as follows (i) setting up comprehensive national policies for food security with the participation of the concerned bodies and following up its approval; (ii) setting up a national work plan for food security that has programs and projects relying on the comprehensive policies of food security including the investment projects; (iii) preparing a proposal of the interventions related to food security and non-food aid in cases of emergencies and submitting them to the Higher Council of Food Security; and (iv) advocacy and making use of it in determining the required responses and interventions in cases of emergencies and crisis.
