Abstract
This Regulation consists of 29 articles aimed at regulating the management of the hazardous waste in Khartoum State, excluding medical waste. The main issues regarding the hazardous waste management are (i) reduction and minimization of production; (ii) storage; (iii) transport outside the facility; (iv) transport conditions; (v) product of cleaning hazardous waste vehicles and its disposal.
As for final hazardous waste disposal, the Resolution regulates (i) the license from the General Administration of the Environment at the Ministry; (ii) conditions for the place of disposal (at least 25 km from residential areas); (iii) conditions for qualifying environmental activities, including healthy burners, evaporation ponds, sanitary landfill specifications, and biological treatments; (iv) liquid waste transportation; (v) prohibited actions for disposal of hazardous waste.
Other topics covered concern (i) reports and record-keeping, in particular, waste transport reports; (ii) authorization and licensing of hazardous waste activities, in particular the specifications included in the permits, conditions for granting a license and for its cancellation or rejection; (iii) inspection and supervision of the hazardous waste management process. The last two Chapters regard the Committee for the management of waste, its formation, terms of reference, and the Penalties for the violations of the Law.
