Abstract
This Strategic Plan developed by the Federal Ministry of Health is a nationwide sectoral document aiming at (i) reaching comprehensive health coverage through developing the health system; (ii) enhancing the capabilities of health workers; (iii) taking practical measures in the sector, suc as the rational use of medicines and technologies and the inclusion of the participation of all sectors and society in this development; and (iv) ensuring protection from a catastrophic risk. The achievement of these goals will help in the realization of the following national Vision for the sector which aims to a nation enjoying health and social well-being, individually, as well as socially, with its enabling supportive contribution to sustainable development. Strategic objectives for the achievement of the main goals are (i) establish supportive constitutional, institutional and administrative structures; (ii) increase the contribution of the service sector to the national development; (iii) halt the deterioration of the environment; (iv) develop a work system based on efficiency, impartiality, honesty, transparency, justice, accountability, and prepare a database that enables decisions to be made at the desired speeds; (v) develop a safe, attractive and healthy working environment; (vi) build capacity and develop human resource able to respond and interact with sustainable development requirements; (vii) combat HIV/AIDS, malaria and other diseases; (viii) eradicate extreme poverty and extreme hunger; (ix) reduce child and maternal mortality rates; (x) achieve coverage in health services, and justice in their distribution; (xi) fight diseases, epidemics and an effective emergency response; (xii) mainstream basic health care in rural and urban areas; and (xiii) achieve equitable access to quality essential medicines and medical technology.
To help eliminate hunger and food insecurity, the Plan aims to (i) reduce chemical, microbiological and viral hazards associated with food, and food-related illnesses; (ii) treat 75% of malnourished children; and (iii) prevent malnutrition through the distribution of milk and curative food to children, pregnant and breastfeeding women.
In order to make agriculture more sustainable, the target is to achieve an effective water quality and safety system in all states.
