Abstract
This Law consisting of 56 articles and V Annexes aims at (i) protecting wildlife, and conserving national parks and hunting areas; (ii) the best use and development of the wildlife resourses; (iii) implementing the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); and (iv) providing specific information on wildlife resources and disseminate them in or out of Sudan, and encourage scientific research relating to wild animals and their habitats.
Chapter 2 is entirely devoted to national parks, in particular (i) establishment; (ii) entrance and related permits; (iii) prohibited actions, such as hunting; cut, damage or destroy, in whole or in part, trees, bushes, or plants; plant or cultivate; build; dig for metals extraction, or stones, soil, or other; block or pollute rivers or sabote ponds and lakes; and harm or endanger wildlife. Chapter 3 deals with reserved areas and hunting areas, in particulr with (i) their establishment (in particular art.12 attributes to the Minister of the Interior the power to declare certain areas of the country as reserved areas, hunting areas, or bird sanctuary); and (ii) the ban or restriction of hunting in these areas. To the protection of wild animals is dedicated chapter 5, providing for (i) hunting ban; (ii) exceptions in the case of personal or asset defense; (iii) killing of injured wild animals; (iv) rules in case of injury to a dangerous animal; (v) hunting season forbidden; (vi) prohibited hunting methods. Chapter 6 is enterily dedicated to hunting licenses and permits, while Capter 7 deals with the possession and trade of protected animals and hunting trophies. In fact, a legal ownership certificate and trade license in protected animal parts sare requested, and ids it prohibited the export of wild animals without the perimit of the Director of the General Department of the Wildlife Protection Police.
As for the Annexes, Annex 1 lists the protected animals that are forbidden to hunt divided in mammals and birds; Annex 2 (mammals and birds) and 3 list animals that are prohibited to hunt without a valid permit (in Annex 3 reptiles are also included); and Annex 4 lists the national parks with their geographic coordinates.
