Abstract
The Act provides that use of pesticides for controlling leafhoppers on forest land and the treatment of individual tree trunks is prohibited.However, the Norwegian Forestry Agency may grant exceptions if forest regrowth cannot reasonably be achieved through mechanical methods. Exceptions must include conditions to protect the environment, and municipalities can block exceptions if necessary for local interests like nature conservation or outdoor activities. The government may also grant exceptions for scientific purposes.
