Act (2018:2088) on tobacco and similar products.

The present Act aims at limiting the health risks and consequences arising from the use of tobacco and similar products, as well as from exposure to smoke from tobacco and emissions from similar products. It contains provisions on tobacco, electronic cigarettes and refill pods, herbal products for smoking, and the use of stimulating substances which in terms of use correspond to smoking but which do not contain tobacco. It does not apply to substances classified as drugs in accordance with the Narcotics Penal Code (1968:64) or to dangerous goods in accordance with the Act (1999:42) on the prohibition of certain dangerous goods, nor does it apply to medicinal products or medical devices covered by the Pharmaceuticals Act (2015: 315) or the Act (1993: 584) on medical devices. Non-smoking environments; 7. Supervision; 8. Fees; 9. Appeal; 10. Offenses and confiscation; 11. Authorizations.
Manufacturers and importers of tobacco products or herbal products for smoking shall submit to the Public Health Agency information on ingredients and quantities of these ingredients in tobacco products and in herbal products for smoking. They must also provide the Agency with information on the ingredients' effects on health and carry out analyzes of additives in cigarettes and roll-your-own tobacco. As regards electronic cigarettes, manufacturers and importers shall notify the Agency of all such products that they intend to provide to consumers on the Swedish market. Moreover, only those who have a permit may engage in retail or wholesale trade in tobacco products.
