Act on the granting of concessions (2016: 1147).

This Act provides rules for the procurement of works and services by concession awarded by a contracting authority or entity. Procurement refers to the measures taken for the purpose of obtaining services or works by granting a concession. Rules on the award of concessions can also be found in other legislation (notably Acts 2016:1145 and 2016:1146). The Act implements Directive 2014/23/EU of the European Parliament and of the Council of on the award of concessions. The Act does not apply to 1. delivery or operation of fixed networks for the purpose of providing services to the public in connection with the production, transport or distribution of drinking water, or 2. delivery of drinking water to such networks. It shall also not apply to water construction projects for water supply in which supply of water for drinking purposes accounts for more than twenty percent of the total volume and disposal or treatment of wastewater.
