Abstract
This Act is designed to protect the environment of the Antarctic and the eco-systems dependent upon, or linked to it. It applies to Swedish nationals and foreign nationals living in Sweden, who carry out expeditions or perform activities requiring authorization in the Antarctic. For the purposes of protecting wildlife, flora and the eco-systems in the Antarctic, the Act prohibits (i) prospecting, extracting or processing mineral resources, except for properly authorized scientific research; (ii) carrying out atomic explosions and disposing of nuclear waste; (iii) collecting or damaging wild fauna and flora, except for scientific purposes and only under licence. The Act also regulates activities which are not wholly prohibited. For example, permits are made compulsory for importing plants and animals, and lays down provisions to control marine pollution. It also makes provision for the future adoption of legislation governing waste treatment, authorizing visits to protected areas, issuing permits, and conducting environmental impact assessments.
