Action Plan for the Development of Swedish Aquaculture 2021-2026.

The Swedish Aquaculture Development Action Plan 2021–2026 is a joint initiative by the Swedish Board of Agriculture and the Swedish Agency for Marine and Water Management. It supports sustainable growth in aquaculture by integrating ecological, economic, and social dimensions, with a strong focus on circular economy. Rooted in an ecosystem-based approach, the plan aims to enhance food security, improve environmental performance, and increase the competitiveness of the aquaculture sector. It is part of a broader national strategy aligned with Sweden’s maritime and food policies, and constitutes a contribution to Sweden's transition toward a green economy through sustainable aquaculture.
The Plan outlines eleven key areas of action, including spatial planning for aquaculture, minimizing environmental impacts while promoting ecosystem benefits, digital transformation, animal health and welfare, development of farming technologies and species, breeding and nutrition, and better market integration. Each action is defined by its purpose, background, and proposed measures. There is a strong emphasis on innovation, capacity building, and improved coordination in licensing and supervision processes to facilitate sustainable aquaculture practices. The measures aim to fulfill the goals of the Strategy for Swedish Fisheries and Aquaculture 2021–2026 – Healthy Ecosystems and Sustainable Use.
Successful implementation relies on collaboration among government agencies, industry stakeholders, researchers, and local actors. The Action Plan is not tied to a specific budget; instead, funding is expected to come from existing governmental programs and external sources such as EU funds and research grants. Progress will be tracked through continuous monitoring, with a mid-term evaluation in 2023 and a final assessment in 2026. Ultimately, the plan aims to strengthen the long-term sustainability and global competitiveness of Swedish aquaculture.
