Action Plan for the Development of Swedish Commercial Fisheries 2021-2026.

The present document outlines Sweden's strategic action plan for the development of professional fisheries. Initiated by the Swedish Board of Agriculture and the Swedish Agency for Marine and Water Management, the Plan supports the national maritime and food strategies. It aims to ensure sustainable, economically viable, and socially responsible fisheries. The Plan was developed in cooperation with various stakeholders, including government bodies, research institutions, and industry actors. It emphasizes an ecosystem-based approach and includes objectives for improving safety, recruitment, resource management, and rule compliance within the sector.
The Strategy comprises 17 core measures aligned with three overarching goals: (1) well-managed and functioning aquatic ecosystems, (2) competitiveness, profitability, and social value in fisheries, and (3) enhanced knowledge and communication. Specific measures include improving scientific data for ecosystem-based fisheries management, protecting spawning grounds, reforming pelagic trawling regulations, addressing conflicts with seals and cormorants, and ensuring compliance with fishing regulations. It also targets circular bioeconomy development, promotes selective fishing gear, and seeks to modernize licensing systems and support small-scale fisheries. These measures aim to fulfill the goals of the Strategy for Swedish Fisheries and Aquaculture 2021–2026 – Healthy Ecosystems and Sustainable Use.
Implementation of the Plan involves continuous monitoring, midterm and final evaluations, and coordination across government agencies and regional bodies. While no direct funding is attached to the plan, it identifies potential financing through existing national and EU programs. The Plan stresses that collaboration and shared responsibility among all stakeholders are critical to achieving its goals and ensuring a sustainable future for Swedish professional fisheries.
