Abstract
This Decree mandates the Public Health Agency to perform a risk assessment concerning the pipes, installations, and devices installed between a distribution system and the taps commonly used for drawing drinking water on properties or in buildings (building installations). The risk assessment must include the taps and cover: 1) A general analysis of the potential risks associated with the use of building installations and how such risks might affect the quality of drinking water at the point where water is drawn from the taps typically used for drinking water; and 2) Monitoring of legionella and lead in properties and buildings where specific risks to water quality and human health are identified according to point 1. A risk assessment according must be carried out for the first time no later than January 12, 2029. The Public Health Agency shall determine the parameter values that will apply for legionella and lead when conducting the risk assessment. These values are specified in Part D of Annex I of Directive (EU) 2020/2184 on the quality of water intended for human consumption.
