Abstract
This document outlines Sweden’s strategy to achieve net-zero greenhouse gas emissions by 2045, in line with the Swedish Climate Act (2017:720). It presents a coordinated set of policies and actions aimed at enabling both individuals and businesses to make climate-smart decisions. The plan emphasizes cost-effectiveness, societal acceptance, and long-term planning. It includes commitments for accelerating domestic transitions in key sectors such as energy, transportation, and industry while aligning Sweden’s efforts with the EU’s climate objectives, notably through the Fit for 55 legislative package.
The government positions climate policy as a driver of economic growth, technological innovation, and competitiveness. It promotes electrification, fossil-free value chains, and sustainable resource use as cornerstones for the green transition. Nuclear energy is highlighted as essential to secure the necessary supply of fossil-free electricity. The plan recognizes that reaching net zero will require early and sustained investments, coordinated governance, and structural reforms to support renewable energy expansion, efficient permitting, circular economy models, and infrastructure upgrades.
A major part of the plan also addresses international cooperation and leadership, particularly through the EU, to influence global emission reductions and climate finance. It stresses the need for international climate aid and investment strategies that help developing countries achieve climate goals without compromising growth. The action plan also proposes strengthened Swedish climate diplomacy, green technology exports, and tighter integration of climate goals in trade, security, and foreign policy.
Finally, the action plan is rooted in the belief that effective climate policy must be widely supported and just. It includes proposals to safeguard jobs, ensure regional fairness, and maintain citizens' quality of life during the transition. The government aims to create conditions where businesses can thrive while reducing emissions, and where households are protected from abrupt costs. Through this comprehensive and adaptive approach, the plan sets out a roadmap to a net-zero, resilient, and competitive Sweden.
Section 7.6.10 deals with strengthen knowledge and measures to reduce food waste, including food losses. It acknowledges that knowledge about the amounts and causes of food losses and waste should be improved in order to implement the right interventions and measures. The government has therefore tasked the Swedish Food Agency with evaluating the actions taken so far under the action plan. Section 11 deals with agriculture, forestry, and other land use. It focuses on reducing climate impact from agriculture through increased productivity, enhanced carbon uptake in forests and soils, and restoration of drained peatlands. It emphasizes aligning with new EU policies, developing better measurement methods, and promoting climate-smart investments in the sector.
