Abstract
This Act defines health protection as measures to prevent or eliminate sanitary nuisances, which are disturbances harmful to human health. Municipalities are responsible for health protection, including planning, regulation, and enforcement, ensuring that regulations do not unnecessarily restrict individual freedoms. Municipal committees must oversee environmental and health protection, providing advice and cooperating with relevant authorities. Property owners are required to prevent nuisances, such as through proper wastewater management, pest control, and animal care. Certain facilities, like hotels and sports venues, must report to the municipality before operation. The government or municipalities can issue additional regulations and oversee compliance.
