Marine Spatial Plans.

The present document lays down three marine plans for Sweden for 2030: one for the Gulf of Bothnia, one for the Baltic Sea and one for the North Sea. The Plans provide guidance on the use of the ocean, including priority uses, and guide national authorities, municipalities and courts in future decisions, plannings and issuance of permits. It also guides the private sector. The Plans shall contribute to long-term sustainable development, and must combine economic policy goals, social goals and environmental goals. The overarching goal of the plans is to contribute to a good marine environment and sustainable growth. This goal is complemented by nine underpinning goals: to create the conditions for (1) regional development, recreation and preservation of cultural values; (2) marine green infrastructure and promotion of ecosystem services; (3) sustainable shipping; (4) good accessibility; (5) developed energy transmission and renewable electricity production in the sea; (6) a sustainable professional fishery; and (7) for defence and security. And to create preparedness for (8) future extraction of minerals and carbon dioxide storage; and (9) future establishment of sustainable aquaculture.
The Plans is concerned with thirteen different uses: electricity transmission; energy extraction; exploration area for energy extraction; defence; general use; culture; nature; recreation; sand extraction; exploration area for sand extraction; shipping; exploration area for shipping; and commercial fishing. The Plans also specify areas where special consideration shall be given to important natural values, important cultural environmental values, or to the interests of the total defence. The document is divided into seven parts: Part 1 contains a background description. Part 2 is common to all three Plans, as well as Part 6 and 7. Parts 3, 4 and 5 contain guidance and considerations for each marine Plan.
