Abstract
The present Regulation, of the Ministry of Climate and Business, establishes the legal framework for state aid to businesses undertaking specific actions aimed at preserving or restoring biodiversity. It authorizes county administrative boards (länsstyrelser) to grant financial support to companies that own, lease, or have permission to manage land where the biodiversity-enhancing measures will take place. Eligible actions include pruning trees with high ecological value and clearing overgrown meadows or pastures to enable traditional land management practices like grazing or mowing. The regulation sets clear criteria for support, such as excluding measures required by law or already funded by other public support, and limits financial aid to a maximum of 70% of investment costs.
The Regulation also outlines administrative procedures, including how to apply for support, conditions for disbursement, obligations for documentation and reporting, and criteria for repayment in case of violations or errors. County boards are tasked with prioritizing projects with the highest biodiversity impact, while the Swedish Environmental Protection Agency oversees the overall evaluation. A detailed annex lists the habitat types that particularly benefit from the intended actions, aligned with EU conservation directives (e.g., Natura 2000 habitats).
