Regulation (2024:626) on state aid for the capture, transport, and geological storage of carbon dioxide of biogenic origin.

The present Regulation, of the Ministry of Climate and Enterprise, establishes a framework to support projects that contribute to Sweden’s long-term climate goals of net-zero greenhouse gas emissions by 2045 and negative emissions thereafter. The regulation enables the Swedish Energy Agency to grant financial aid—through reverse auctions—to companies that capture, transport, and geologically store CO₂ from biogenic sources (e.g. biomass). Eligible companies must already hold the necessary permits and agree to data transparency requirements, and they cannot be in financial difficulty or act solely for profit from negative emissions.
Support is granted for up to 15 years (no later than 2046), based on verified quantities of CO₂ stored underground in Sweden. The aid is limited to projects that go beyond legal obligations and excludes carbon storage for fossil fuel extraction. Funding is determined competitively through reverse auctions where the lowest bids win. Recipients must submit detailed implementation plans and financial disclosures, and they may be subject to audits, adjustments, or repayment if overcompensation or rule breaches occur. The Energy Agency oversees implementation, evaluation, and enforcement, with limited appeal rights for decisions.
