This Regulation outlines the framework for state aid aimed at enhancing emergency preparedness within the primary production sectors, particularly agriculture, fisheries, and aquaculture. It establishes eligibility criteria for micro, small, and medium-sized enterprises, as well as certain municipally or regionally owned companies. The support is intended for actions that help businesses withstand disruptions in electricity, water, transport, IT, and access to key inputs, or that mitigate risks such as theft or sabotage. Aid is primarily granted as financial contributions or in-kind support, and excludes investments already covered by other subsidy schemes or those required by law.
The Regulation details various forms of support: knowledge-building services and resilience advisory (up to 100% subsidized), and investment support for primary agricultural and fishery activities (up to 65% and 50–80%, respectively). It lays out strict conditions for eligibility, application, documentation, and monitoring. The Swedish Board of Agriculture (Jordbruksverket) is the responsible authority, with powers to decide on support, request repayments, and conduct evaluations. The Regulation ensures compliance with EU state aid rules and includes provisions for transparency, appeals, and administrative oversight.
