The present Regulation outlines the mandate and responsibilities of the Swedish International Development Cooperation Agency (Sida). It establishes Sida as the primary administrative authority for managing Sweden’s international aid efforts, including implementing government strategies, fulfilling international commitments, and disbursing funds for development and humanitarian purposes. The Regulation emphasizes the integration of aid policy with Sweden’s broader foreign policy objectives, such as promoting human rights, democracy, and peace. It also calls for flexible and innovative cooperation with a diverse set of actors—including civil society, international organizations, and the private sector—while ensuring environmental sustainability and gender equality.
The regulation also sets out standards for transparency, accountability, and the prevention of misuse of aid funds. Sida is tasked with rigorous monitoring, reporting, and risk assessment procedures, and must ensure that aid is not granted to entities promoting undemocratic values or extremist activities. The Agency is also responsible for managing agreements, overseeing Sweden’s participation in multilateral development banks, and collaborating with national and international stakeholders. Governance of the agency includes a board of up to nine members and mandates annual reporting on aid distribution, efficiency, and strategic outcomes.
