Regulation (2025:27) on State Aid for the Phasing Out of Mink Farming.

The present Regulation outlines the Swedish government's framework for providing state aid to mink farmers who voluntarily cease mink farming operations. Eligible applicants must possess valid animal welfare permits and have been continuously operating for at least five years, unless they began phasing out operations after March 2023 in anticipation of this support. The Regulation is based on EU Commission approval (case SA.114650) and ensures that only small to medium enterprises without unresolved prior state aid issues qualify. The financial support is calculated at 3,500 SEK per breeding female, and the recipient must fully shut down their operations by the end of June 2025.
To receive aid, applicants must also commit not to restart or indirectly engage in mink farming, including through ownership in related entities. Facilities previously used for mink farming may not be transferred to others intending to continue such activities. Recipients must submit withdrawal requests for their permits and allow inspections by authorities. The Swedish Board of Agriculture handles applications and oversight, while county administrative boards assist with verification. Provisions for repayment, penalties, and appeals are also included, particularly if conditions are violated or false information is provided.
