Abstract
This Regulation lays down rules on state aid to support energy preparedness measures aimed at safeguarding energy supply capacities during peacetime crises or heightened preparedness situations. The Regulation aims to strengthen national resilience through regulated public support for preparedness investments. It authorizes grants to companies for eligible preparedness measures under applicable European Union state aid rules, including services of general economic interest and de minimis aid regimes, while excluding support for legally mandated, commercially viable, or otherwise publicly funded measures. The Regulation designates the Swedish Energy Agency as the competent authority to administer applications, verify compliance with state aid ceilings, monitor overcompensation, and oversee payment, recovery, and evaluation of aid, while also establishing conditions for repayment, recordkeeping, and limited appeals.
