Abstract
This Regulation establishes a comprehensive framework for the prevention, control, and management of invasive alien species in Sweden, supplementing European Union Regulation No. 1143/2014. It creates a national list of invasive alien species significant for Sweden, alongside the EU list, and sets out procedures for risk assessments, emergency measures, species listing, and coordinated governance between competent authorities, notably the Swedish Environmental Protection Agency (Naturvårdsverket), the Swedish Agency for Marine and Water Management (Havs- och vattenmyndigheten), county administrative boards, and other sectoral agencies. The Regulation imposes prohibitions on the import, possession, breeding, transport, trade, and release of listed species, subject to limited exceptions and permit regimes, and provides for eradication, management, restoration measures, monitoring systems, and international notification obligations, including cooperation with neighboring states such as Norway.
It also establishes an extensive public control and enforcement regime, integrating border controls, inspections, seizure and destruction powers, and penalties under the Swedish Environmental Code. Particular emphasis is placed on pathway management, early detection, coordinated response, and the allocation of regulatory powers to adopt secondary rules and species-specific management measures. The annex includes a national list of invasive fish, aquatic invertebrates, and terrestrial and aquatic plants—such as American lobster (Homarus americanus) and Japanese rose (Rosa rugosa). The Regulation adopts a biosecurity-oriented approach focused on biodiversity protection, ecological restoration, and containment of harmful non-native species.
