Abstract
The Rules provide for the issuance of a licence to personnel involved in research activities using animals and birds for experiments. Research facilities and involved personnel must abide and comply with the Rules, they can be inspected anytime, and they must provide animal care and avoid any unnecessary suffering, even when disposing the killing of those same animals. Every licensee shall appoint an institutional animal care and use committee in relation to the research facility. The Rules provide for the appointment, and for fucntions and duties of the institutional animal care and use committee. The presence of Veterinarians is mandatory during the research programs and in the research facilities and they must provide animal care and ensure quarantine procedures in case of infectious disease outbreak.
