Abstract
This Charting Singapore’s Climate Resilient Future outlines Singapore’s long-term development priorities and climate action policies and will serve as a reference point to inform Singapore’s subsequent NDCs under the Paris Agreement. It aims to facilitate long-term action to address the effects of climate change and to enable a well-managed transition to a low-carbon economy, while growing new sectors of economy and creating jobs and opportunities.
As Singapore's Long-Term Strategy, this policy document put forth a long-term low emissions development strategy (LEDS) that aspires to halve emissions from its peak to 33 MtCO2e by 2050, with a view to achieving net-zero emissions as soon as viable in the second half of the century. Actions outlined in this strategy are based on three pillars: 1. To transform the country's industry, economy, and society; 2. Harness emerging technologies as they mature; 3. Pursue and leverage international collaborations.
The policy document seeks to pursue active and systematic adaptation efforts. Except for threat from sea level rise and other climate impacts such as increased temperature, prolonged dry spells, more intense rainfall, and exposure to vector-borne diseases, there will be greater pressures on resources, particularly for water, energy, food and raw materials, most of which Singapore imports. Innovative solutions shall be pursued to optimise Singapore's resources in a carbon- and resource-constrained world. Adaption efforts proposed in the policy document include: Protecting coastline from sea level rise; Ensuring water resilience, holistic stormwater management, and flood protection; Strengthening resilience of biodiversity and ecosystems; Strengthening resilience in public health and food supply; etc.
