Abstract
This Act aims to provide temporary measures, and deal with other matters, relating to the COVID-19 pandemic, and to make a consequential amendment to the Property Tax Act (Chapter 254 of the 2005 Revised Edition).
Part 2 of the Act provides for temporary relief to specified businesses and individuals who are unable to fulfill their contractual obligations because of COVID-19. Part 2 will continue to be in force for a period of 1 year after the operative date for these provisions. Part 3 of the Act introduces temporary relief for individuals and businesses in financial distress. Part 3 of the Act is expected to come into operation on a date to be announced, and will continue in force for a period of 1 year thereafter. Section 34 of Part 7 of the Act allows the Government to enforce COVID-19-related movement control orders. The Minister may make regulations for the purpose of preventing, protecting against, delaying or otherwise controlling the incidence or transmission of COVID-19 in Singapore. The Act further makes provisions for the measures to ensure that benefits from property tax rebates granted by the Government to commercial properties are passed down by landlords to their tenants.
