Abstract
The Gas Act, in order to foster a competitive gas industry in Singapore, provides for: development of a single integrated Gas Network Code governing the use of the onshore pipeline network; a licensing regime for gas industry participants including gas transporters, gas importers, gas shippers and gas retailers; and open and non-discriminatory access to any gas pipelines and gas pipeline network.
The Gas Act is administered by the Energy Market Authority of Singapore whose functions include: the regulation of the importation of natural gas and LNG, the management and operation of onshore receiving facilities and LNG terminals, the shipping of natural gas, the production and retail of town gas, and the retailing of natural gas, in Singapore.
