Abstract
These Regulations are formulated in accordance with the Government Procurement Act (Chapter 120).
Where a contracting authority, undertakes a procurement through an agent who is not a contracting authority, the principles of national treatment and non‑discrimination shall apply to the requirements of that procurement. A contracting authority may maintain a supplier registration system requiring interested suppliers to register and provide certain information, and shall not adopt or apply any registration system or qualification procedure with the purpose or the effect of creating unnecessary obstacles to the participation of suppliers in its procurement.
