Abstract
The Policy sets out the country’s objectives to address the challenge of antimicrobial resistance. The Plan aims to strengthen national capacity to prevent, detect, and respond to AMR across human health, animal health, food safety, and the environment, adopting a One Health approach. It provides a framework for coordinated action among government agencies, stakeholders, and international partners, ensuring alignment with global AMR strategies.
The Plan outlines measures to enhance surveillance systems for antimicrobial use and resistance in humans, animals, food, and the environment. It establishes mechanisms for data collection, monitoring, and reporting, with emphasis on harmonization across sectors. Stewardship programmes are promoted to optimize antimicrobial use, reduce misuse, and encourage best practices in healthcare, veterinary medicine, aquaculture, and agriculture.
Policy provisions include strengthening governance structures and inter-agency coordination. The Ministry of Health leads implementation, supported by relevant ministries and agencies. Awareness and education campaigns are emphasized to improve public understanding of AMR, targeting healthcare professionals, farmers, and the general population. Research and innovation are encouraged to develop new diagnostics, therapeutics, and preventive measures, with collaboration at national, regional, and international levels.
The Plan addresses food safety and the role of the food chain in AMR transmission, calling for enhanced monitoring and risk management. It also covers aquaculture and fisheries, focusing on prudent antimicrobial use and biosecurity measures. Environmental aspects are included, with attention to pollution control and water quality management to limit the spread of resistant organisms. International cooperation is highlighted, with Singapore committing to align with WHO, FAO, and WOAH frameworks. The Plan is time-bound, covering the period 2025–2030, and provides a roadmap for Singapore’s national response to AMR under a unified One Health strategy.
