Penal Code 1871 (2020 Revised Edition)

In matters closely aligned with public health, food safety, and consumer protection within the supply chain, Chapter 14 of the Code codifies comprehensive penal measures against hazardous compliance failures. Specifically, the instrument criminalizes the intentional adulteration of any article of food or drink intended for sale, making it a punishable offence if the process renders the substance noxious or unfit for human consumption. It further penalizes the actual commercial sale, exposure for sale, or distribution of such adulterated, noxious, or infectious food and drink commodities, establishing strict penal boundaries to secure the integrity of agricultural and food markets.
Regarding environmental protection, water resource management, and safety, the Code implements statutory sanctions to protect public natural infrastructure. It provides penal corrections for the voluntary corruption, fouling, or defiling of water from public springs, wells, reservoirs, or aqueducts, ensuring that the water remains fit for its designated public or agricultural purpose. Additionally, the text institutes regulations against the negligent or malicious handling of poisonous substances, combustible materials, and machinery, delineating operational responsibilities for the prevention of widespread public danger and cross-sectoral environmental harm.
