Abstract
These Regulations require all operators of hazardous and noxious substances handling facilities to take adequate measures to effectively deal with pollution incidents arising from their facilities or from any vessels alongside the facility. Furthermore, operators are required to have hazardous and noxious substances pollution emergency plans and assist the Authority in the event of a pollution incident.
The Regulations also require masters of ships in Singapore waters to report any incident involving the discharge of hazardous and noxious substances into the sea from another ship or from a hazardous and noxious substances handling facility.
Further provisions include inspection powers of the Authority, and offences and penalties.
