Abstract
This Act provides the set of rules governing the safeguarding, monitoring, and administration of animal health throughout the Republic of Slovenia. It defines its scope to include domestic animals, animals kept in captivity for farming or commercial purposes, wild animals held in controlled conditions, and aquatic animals. The law specifies obligations regarding the identification, registration, and traceability of animals, herds, and flocks, and establishes measures for monitoring, reporting, and preventing the spread of animal diseases. It provides a detailed classification of notifiable and priority diseases, including both contagious and non-contagious diseases, as well as zoonoses of significance to public and animal health.
It sets veterinary requirements for the movement, transport, and trade of animals, including rules applicable to intra-EU and third-country trade. It prescribes conditions for the approval, registration, and operation of animal breeding, semen collection, embryo transfer, and other reproductive facilities, including aquaculture and fishery establishments. Competent authorities are tasked with conducting inspections, official controls, and audits to ensure compliance with veterinary regulations, animal welfare standards, and EU obligations.
The Act establishes procedures for the prevention, containment, and eradication of outbreaks, including quarantine measures, restrictions on movements, and specific measures for diseases. It regulates the issuance of veterinary certificates, the collection and analysis of epidemiological data, and the implementation of national and EU surveillance programs. Furthermore, it establishes detailed obligations for the handling of animal carcasses, by-products, and materials contaminated by disease. The procedures for the collection, transport, processing, and disposal of such materials are defined, including requirements for thorough cleaning and disinfection of premises, equipment, and transport vehicles. The provisions specify measures to prevent environmental contamination and to control the potential spread of infectious agents.
The Act mandates that the Administration (UVHVVR) may order the mandatory treatment or protection of animals using veterinary medicinal products to prevent the introduction and spread of transmissible diseases. To ensure readiness for such outbreaks, the state is authorized to manage and determine necessary stockpiles of vaccines and other essential medicinal materials. Furthermore, the legislation requires operators and veterinarians to maintain strict records of all medical interventions, ensuring that all data regarding the health status and medication of animals is available for official oversight and disease monitoring.
Professional training, qualification requirements, and responsibilities of personnel involved in animal health, disease control, and veterinary services are specified. The Act also sets out rules for compensation, liability, and enforcement measures related to disease outbreaks, non-compliance, or breaches of veterinary obligations.
