Decree on the implementation of endogenous regional policy measures.

This Decree specifies the conditions, criteria and procedure for co-financing regional projects in accordance with agreements for the development of regions and the implementation of other endogenous regional policy measures. The process of preparing an agreement for the development of the region begins after the adoption of the regional development program with the invitation of the state authority responsible for regional development to the development council of the region for the preparation and signing of the agreement. The invitation contains the following mandatory elements: 1. legal basis for the publication of the invitation and the preparation of projects; 2. subject of the invitation, which is an invitation to the development councils of the regions to submit a draft agreement; 3. contents that the draft agreement must contain in accordance with Article 2a of this text; 4. the conditions that projects must meet in accordance with Article 3 and the criteria from Article 4 of this text; 5. a reference to the criteria for the selection of operations financed by means of the European cohesion policy, which are directly confirmed in accordance with the regulations governing the implementation of the European cohesion policy in the Republic of Slovenia; 6. instructions for preparing and concluding agreements with a clearly defined timeline; 7. forms that are an integral part of the invitation; 8. method and deadlines for submitting drafts and proposals for supplementing agreements. When selecting regional projects, the development council of the region must take into account the following general criteria: positive effect on economic growth, strengthening of development specialization and competitiveness of the region; a positive effect on the improvement of the quality of life and the development of human potential; positive impact on the environment, taking into account the green transition; improving mobility and regional connectivity; synergistic effect and complementarity with other projects; cooperation within regions and between regions; coherent spatial development of regions; sustainable effect of the project in relation to the financial resources invested.
