Decree on the implementation of the intervention regional approach of connecting local products with an emphasis on organic products from the strategic plan of the common agricultural policy 2023-2027.

This Decree governs the implementation of the intervention regional approach of integration of local products with an emphasis on organic products from point (f) of the first paragraph of Article 77 of Regulation (EU) 2021/2115 of the European Parliament and of the Council of 2 of December 2021 on establishing the rules on support for strategic plans drawn up by Member States within the framework of the common agricultural policy (CAP strategic plans) and financed by the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD). This text determines the purpose and objectives of the intervention, the development plan of the geographically rounded area, the partnership, the beneficiary, the conditions for the allocation of support, eligible activities and eligible costs, the criteria for evaluating applications, obligations, the conditions for disbursement of funds, the procedure for the allocation of funds, financial provisions and administrative sanctions for the implementation of Regulation 2021/2115/EU. The purpose of the intervention is to enable a better connection of local producers with processors, cooperatives, the HORECA sector, public catering establishments or traders in a short supply chain, which will contribute to greater coordination of supply and demand in a geographically rounded area and to an increase in the number of market-oriented agricultural holdings. The objectives of the intervention are as follows: 1. promoting the integration of local producers in the food supply chain from local producers to processors, cooperatives, the HORECA sector, public catering facilities or shops, which will contribute to a greater coordination of supply and demand in a geographically rounded area; 2. increase in the number of local producers; 3. greater visibility and higher added value of local products through inclusion in brands or collective brands or quality schemes; 4. contribution to the sustainable production and processing of local products; 5. improving the transfer of knowledge within the food supply chain; 6. raising awareness of the local community about the importance of locally produced food. The subject of support within the framework of the intervention is the preparation and implementation of the development plan for the geographically rounded area referred to in Article 5 of this Decree.
