Decree implementing the Decision (EU) on Member States' efforts to reduce greenhouse gas emissions to fulfill the Community's commitment to reduce greenhouse gas emissions by 2020.

This Decree here governs the implementation of the third and fifth paragraphs of Article 3 of Decision no. 406/2009 of the European Parliament and of the Council of 23 April 2009 on the efforts of Member States to reduce greenhouse gas emissions in order to fulfill the Community's commitment to reduce greenhouse gas emissions by 2020; and determines the rules for the management of allocated annual emission units, in particular the transfer of excess annual greenhouse gas emissions units, and the procedure for their sale to another country.
