Abstract
This Decree lays down limits, warning criteria and critical immission values for certain hazardous substances other than radioactive substances that can cause the pollution in soil with their presence. This Decree applies to the entire territory of the Republic of Slovenia, regardless of the composition or type of land use.
Immission of a substance in soil is the density of an individual dangerous substance in soil and it is expressed in milligrams or micrograms per kilogram of observed dry soil mass. Immission limit value is the density of an individual hazardous substance in the soil, which means such a load on the soil as to ensure living conditions for plants and animals, and which does not impair groundwater quality and soil fertility. At this value, the effect or effects on human health or the environment are still acceptable. Warning immission value is the density of an individual hazardous substance in the soil, which means the probability of adverse effect or effects on human health or on environment in certain types of land use. Critical immission value is the density of an individual hazardous substance in soil at which, due to adverse effect or effects on humans and environment, contaminated the soil which is now not suitable for the production of plants for human or animal consumption.
The Annex is also part of this publication, containing the List of limits and critical immission values of substances in soil (for hazardous substances such as metals; polycyclic aromatic hydrocarbons; polychlorinated biphenyls; hydrocarbons derived from petroleum-mineral oils; other plant protection products).
