Decree on payments for environmental and climate obligations and natural or other constraints from the strategic plan of the common agricultural policy 2023-2027.

This Decree specifies the interventions in relation to agricultural-environmental-climate payments for climate change, natural resources, biodiversity and landscape, organic farming, organic beekeeping, habitat types and species on Natura 2000 areas, local breeds and varieties, biotic protection of plants and payment for natural or other restrictions (all classified as rural development interventions) from the strategic plan governing the Common Agricultural Policy 2023-2027. It includes programs that encourage precision fertilization to prevent water pollution and feed adjustments to reduce greenhouse gas emissions from livestock. Alongside these climate goals, the Decree places an emphasis on preserving the unique Slovenian landscape. It provides funding for the maintenance of high-value habitats, such as butterfly-rich grasslands, wetlands, and traditional steep-slope orchards, while also supporting the active management of invasive species that threaten local ecosystems. In addition to environmental protection, the Decree fosters the preservation of agricultural heritage through support for organic farming and the conservation of genetic diversity. Farmers receive payments for transitioning to organic production and for the upkeep of indigenous livestock breeds and traditional plant varieties that are at risk of extinction. Furthermore, it acknowledges the geographical challenges of the Slovenian terrain by offering compensatory payments for those farming in areas with natural constraints, such as mountain highlands.
