Abstract
This Decree, in accordance with the provisions of the Directive (EU) 2019/904 of the European Parliament and of the Council on the reduction of the impact of certain plastic products on the environment, stipulates measures aimed to prevent and reduce the impact of certain plastic products on the environment, especially on water, and on human or animal health, and promotes the transition to a circular economy with innovative and sustainable business models, products and materials, thereby also contributing to the efficient functioning of the internal market. This text also establishes targets and measures for certain single-use plastic products and fishing gear containing plastic, targets and measures to reduce consumption and requirements in the design of certain single-use plastic products, rules and obligations of the producer's extended responsibility, objectives of separate collection of waste from certain single-use plastic products, reporting requirements for given single-use plastic products and fishing gear containing plastic on the market in the Republic of Slovenia, reporting requirements on waste generated from certain single-use plastic products and fishing gear containing plastic, and awareness measures and costs. Monitoring and reporting mechanisms are established to track progress and ensure accountability. Inspectors are tasked with overseeing implementation, and agreements must be published and reported to the European Commission.
Costs of the manufacturer of the single-use plastic product are defined in article 9. Goals of separate collection of waste beverage bottles are laid down in article 19. The goal of reducing the consumption of single-use plastic products from Part A of Annex 1 of this text is at least 20% by 1 January 2026 compared to 2022, measured in the number of these products placed on the market in the Republic of Slovenia. Articles 25-33 are setting related penalty provisions.
The Annex is also here attached (Annex 1: Single-use plastic products; Annex 2: Illustrative example of keeping records of single-use plastic products placed on the market in the Republic of Slovenia and data on these products in accordance with the first to sixth paragraphs of Article 8 of this regulation; Annex 3: Methodology for the calculation of litter cleaning costs to be covered by manufacturers of single-use plastic products from Part C of Annex 1 of this text in accordance with article 9 of this text; Annex 3A: Report form on the performed sorting analysis of garbage from collection systems (bins, containers); Annex 3B: Report form on the performed sorting analysis of garbage from garbage cleaning systems (sweeps); Annex 4: Methodology for calculating the amount of waste of tobacco products with filters and filters marketed for use in combination with tobacco products discarded after use, which are collected as garbage and through public waste collection systems in each calendar year in accordance with the eighth paragraph 8 . of the article of this regulation; Annex 5: Instructions for carrying out the sorting analysis of waste beverage bottles in mixed waste packaging and the form on the sorting analysis of waste beverage bottles).

Notes
The provisions of the second to fifth paragraphs of article 4 of this text shall come into force on 1 January 2023; the provision of article 20 shall come into force on 1 January 2023; the provision of the first paragraph of article 5 comes into force on 3 July 2024.
