Energy Efficiency Act.

This Act lays down measures for the promotion of energy efficiency, measures for increasing the efficient use of energy and measures for improving the energy efficiency of buildings or facilities. This Act also determines the competencies of the bodies performing tasks under this Act and the implementation of the state policy in the field of energy efficiency. This Act transposes several related directives of the European Union into the legal order of the Republic of Slovenia (article 2). The objectives in the field of energy efficiency and energy efficiency are in particular: reduction of energy use; efficient use of energy; increasing energy efficiency; security of energy supply; efficient energy conversion; transition to a climate-neutral society using low-carbon energy technologies; provision of energy services; ensuring the quality of the internal environment in buildings; raising the awareness of end customers about the benefits of greater energy efficiency, energy consumption and the energy efficiency of their facilities; increasing the energy efficiency of all stakeholders, especially the public sector; ensuring social cohesion; protection of consumers as final consumers of energy. When adopting policies, strategies, programs, plans and legal acts, the state and the local community shall also take into account energy efficiency objectives and, in accordance with their competencies, promote activities to increase energy efficiency. The Eco Fund, the Slovenian Environmental Public Fund established by the legislation governing environmental protection, shall prepare and implement a programme for the improvement of energy efficiency at the state level. The Eco Fund grants financial incentives under this Act on the basis of an approved programme for the improvement of energy efficiency and in accordance with the procedure laid down by the above mentioned Act governing environmental protection. The promotion of energy efficiency measures shall be carried out with the aim of reducing energy consumption, indirectly increasing the quantity and share of renewable energy sources, increasing security of energy supply, reducing import dependence on energy supply and for other energy reasons specified in strategic documents and deriving action plans. Chapter VIII provides for inspection rules and provisions. Chapter IX sets out related criminal provisions.
