National flood protection and rescue Plan.

This Slovenian National flood protection and rescue Plan addresses main issues as regards the protection of people, animals, property, cultural heritage and the environment, which may be threatened by floods. This text sets the planning and preventing indications for floods, among indications related to the rescue operations in case if extended floods and consequential natural or other disasters. Flood risk management includes flood prevention, flood protection, awareness of flood hazards, flood preparedness, flood response and recovery. This Plan also governs the planning of actions in the event of floods or response in the event of floods. More intense, extensive and long-lasting floods can also cause chain disasters, among which the following are particularly common or important: environmental pollution or uncontrolled leakage of dangerous substances into the environment; drinking water pollution; contamination of food or feed; disturbances and interruptions in the supply of drinking water; interruption of electricity supply; interruption of communication services; occurrence of infectious diseases in humans; the occurrence or spread of particularly dangerous diseases and other diseases in animals and quarantine diseases in plants; infrastructure damage (damage and collapse of high barriers); interruption of transport routes. Flood events can be accompanied by other natural phenomena, depth and lateral erosion of watercourse beds, transport and disposal of eroded material, landslides and landslides, rock and rock debris landslides, mud and debris flows.
Flood protection, as defined by this plan, is provided within their jurisdiction The Ministry of the Environment and Spatial Planning, the Water Directorate of the Republic of Slovenia, which provides mandatory economic public service in the field of water management (concessionaires), power plants and road maintenance companies. Flood protection, within the scope of their powers or rights and duties, shall also be provided by citizens and other residents of the Republic of Slovenia as individuals, associations and non-governmental organizations, public rescue services, companies, institutes and other organizations whose activity is also important. The National Flood Protection and Rescue Plan is activated when: large-scale flooding on any watercourse or flooding in the area of two or more regions. The concept of response to flash floods is elaborated by the municipalities in the municipal protection and rescue plans. Prior to the activation of the National Flood Protection and Rescue Plan, they are in accordance with the principle of gradualism already activated: municipal protection and rescue plans or individual parts of municipal protection and rescue plans at floods in affected areas; regional protection and rescue plans or individual parts of regional protection and rescue plans at floods in affected areas.
