National reform program (2019-2020).

The National Reform Program is a government document that includes the planned priorities of the government's work and includes measures to achieve specific recommendations and the main goals of the Europe 2020 Strategy. At the same time, the document presents the key directions of the Government of the Republic of Slovenia in the process of the European Semester. The start of the European Semester for 2019 is marked by the Annual Growth Survey, which was adopted by the European Commission in November 2018. In the said survey, the Commission calls on the EU member states to strengthen their efforts in three priority areas of economic policy - (1) promoting investment, (2) implementing structural reforms and (3) ensuring responsible fiscal policies. The basic goal of the country's future economic policy remains the promotion of competitiveness and productivity of the economy. Productivity and higher added value are the most important factors for further economic growth, taking into account the challenges related to demographic and environmental changes. Higher productivity also has a positive effect on the quality and long-term sustainability of public finances and on the long-term growth of potential GDP. To this end, it is necessary to promote structural factors that are key to productivity growth in the short and long term. Among other things, these are related to human resources, the competitive, research and innovation environment and general institutional efficiency.
