Regulation on direct payments under the CAP Strategic Plan 2023–2027.

This Regulation sets out the rules for the implementation of direct payments to agricultural producers in Slovenia under the Common Agricultural Policy Strategic Plan for the period 2023–2027. It defines the scope, eligibility criteria, and conditions for the various forms of direct support, including basic payments, redistributive payments, payments for young farmers, coupled support, and environmental or climate-related schemes. The Regulation specifies the procedures for application, verification, and disbursement of payments, as well as the responsibilities of administrative authorities in monitoring compliance and maintaining records.
In addition to procedural rules, the Regulation delineates the methods for calculating payment amounts, setting ceilings, and applying reductions or corrections in cases of non-compliance or error. It provides definitions for eligible land and agricultural activities and establishes mechanisms for control, audit, and reporting to ensure that payments are made in accordance with the national CAP Strategic Plan and relevant EU provisions. The Regulation also addresses transitional arrangements where obligations overlap with previous programming periods and integrates specific environmental, climate, and rural development requirements into the operational implementation of direct payments.
Furthermore, it defines the structures and responsibilities of competent authorities, including procedures for application submission, verification of eligibility, and inspection of compliance with payment conditions. It specifies mechanisms for the management of irregularities, including reductions, recovery, and enforcement measures, and provides for record-keeping and reporting obligations to ensure transparency and accountability.
