Abstract
This Regulation of the Government of the Republic of Slovenia, which is composed of 19 articles and one Annex, establishes provisions concerning compulsory treatment of waste generated from medical, veterinary or related research. This Regulation applies to waste with the number 18 in the waste classification list which are placed in a group of waste generated from health care or veterinary medicine and related research in accordance with the regulations governing waste management. The producer of such waste must ensure that waste from health care is not mixed with other waste. Waste from health care is stored in containers or bags so that the indication of the waste type is visible. The Annex specifies description of containers and bags for storage of waste from health care.
In addition to segregation and packaging rules, the Regulation details mandatory handling protocols for hazardous healthcare waste, particularly infectious, chemical, and cytotoxic streams. Waste producers are required to implement internal management plans, assign qualified personnel, and utilize specialized, leak-proof, and puncture-resistant containers to eliminate risks of contamination or injury during transport. On-site storage is subject to strict time limits and environmental controls, ensuring that hazardous biological agents are contained prior to collection or treatment.
The Regulation further defines permissible disposal and thermal treatment methodologies, emphasizing thermal disinfection, incineration, and co-incineration standards aligned with environmental safety regulations. Facilities processing medical waste must maintain rigorous tracking records, secure relevant environmental permits, and submit regular operational reports to the competent state authorities.
