Abstract
This Regulation establishes the spatial and legal conditions for areas of limited use surrounding nuclear facilities in the Republic of Slovenia. Its primary objective is to ensure the safety of the population and the environment by regulating land use in the vicinity of infrastructure such as nuclear power plants and radioactive waste repositories. The Regulation defines specific geographical zones where human activities and physical developments are restricted based on potential radiological risks and security requirements.
The Regulation sets strict criteria for the types of construction and industrial activities permitted within these designated zones. It prohibits or limits the development of high-density residential buildings, public institutions such as schools and hospitals, and other facilities that would complicate emergency evacuation procedures.
Beyond residential restrictions, the Regulation governs industrial and agricultural practices to prevent interference with the safe operation of nuclear sites. It restricts the establishment of facilities handling hazardous or explosive substances that could create secondary risks to the nuclear infrastructure. Additionally, it provides a basis for monitoring environmental parameters and ensures that the physical stability of the soil and water resources in the area is maintained for technical safety.
Local and national spatial planning must conform to the safety parameters outlined in this document. The Regulation grants oversight authority to specialized regulatory bodies to approve or veto any proposed changes to land use within the restricted areas in order to ensure that the long-term management of the space surrounding nuclear facilities remains focused on hazard mitigation, emergency preparedness, and the technical integrity of the energy infrastructure.
