Abstract
The Slovenian Strategy of the State Geodetic Service planned until the year 2025 derives from the so-called concept of a spatially qualified society, which states that a public spatial data infrastructure with high-quality and reliable official spatial and real estate data and user-friendly services is one of the key conditions for economic, social and environmental development. In order to ensure sustainable and inclusive development, the state is obliged to provide a high-quality spatial data infrastructure and a high-quality land administration system through the public (geodetic) service. Special attention must be paid to the provision of quality services, including e-services, which are available and easily accessible to every resident of the country. The importance of a high-quality official spatial data infrastructure stems from the fact that most everyday as well as strategic decisions directly or indirectly relate to space, location. The availability of high-quality and official spatial data, which is generally provided by national geodetic administrations, is also of key importance for sustainable development, as shown by the development goals of Agenda 2030.
The Vision of the State Geodetic Service is to become a reference organization in the fields of official spatial data infrastructure and real estate management in the Republic of Slovenia by 2025, which will promote the sustainable development of society and place Slovenia among advanced spatially qualified societies, where all important decisions will be made on the basis of effective services in within the framework of public spatial data infrastructure and land administration using official high-quality data on space and real estate. The vision will be achieved in such a way that employees will recognize and take into account the following principles and organizational values: - good management through a comprehensive management system based on strategic directions, on systems for monitoring and quality assurance, and on solutions for monitoring and evaluating the realization of set goals at all performance levels. - justice, honesty and trust are the fundamental values of employees in mutual relations and in working with clients; - the professional performance of individuals and institutions is a fundamental guide both in individual tasks and in the creation of legal frameworks and norms in the areas of operation; - the responsibility of individuals and institutions for professional and high-quality work and for the protection of the public interest both in individual tasks and in the creation of legal frameworks and norms in the areas of operation; - success, which includes excellence, quality and efficiency, means efficient and friendly provision of quality data and services of a reference institution in the field of official spatial data infrastructure and land administration. - cooperation and involvement of various sectors and clients in the design of development solutions with the aim of pursuing an efficient and citizen-friendly public administration while taking care to protect the public interest. - responsiveness in terms of adapting data and services to changing circumstances, such as new technological solutions, protection of the public interest, new needs of clients, including the needs of the local community and regions, and the like. - development culture and innovation mean assuming an active development role with a constant search for improvements and the creation of new services and products.
