Abstract
In order to preserve forest functions it is necessary to protect the forest resources which consist of the plots of land belonging to the forest land resources with tree species on them, at the same time it is necessary to care permanently and following the plan for improvement of forests, manage them applying progressive biology, technology and economy principles. The manager, owner or user of forest lands is obliged to announce all changes in the administration (ownership, use) of forest lands to the Body of the State Administration of Forest Management. The user of forest lands is obliged to keep his own record of forest lands and construction he uses. The Ministry of Agriculture by agreement with the Office for Geodesy, Cartography and Cadastre, sets down the method of record keeping in more detail in generally obligatory legal provisions. The forest regions are defined by their forest functions, their natural and economic conditions as well as interests and needs of the society. The Government declares the forest regions in a decree. The Government can also adjust or prohibit the activities endangering the function of forest regions in order to stabilize the territory of forest region from the ecological point of view. The Act consists of 8 Sections that contain 30 articles. Section 1 (Paragraph 1) is the introductory part. Section 2 (paragraphs 2-9) regards forest land resources and its protection. Section 3 (Paragraph 10) establishes compensation for damaging the forests. Section 4 (Paragraphs 11-21) deals with forest property in the state ownership. Section 5 (Paragraphs 22-24) concerns the forest functions and their classification. Section 6 (Paragraph 25) regards military forests. Section 7 (Paragraph 26) regards fines. Section 8 (Paragraphs 27-30) lays down temporary and final provisions.
