Abstract
This Act regulates establishment, status and activities of the Regulatory Office for Network Industries, scope and conditions of state regulation in network industries and conditions of the exercise of Regulated Activities and rights and responsibilities of Entities Subject to Regulation. Network Industries mean: (a) generation, purchase, transmission and distribution of electricity, (b) generation, purchase, transport and distribution of gas; (c) generation, purchase and distribution of heat. State Regulation in Network Industries means creation of, and support to competitive-like environment, consumer protection and protection of interests of licence holders. State Regulation in Network Industries includes granting of permits to perform Regulated Activities, decision-making on business conditions upon performing Regulated Activities, decision-making on access to networks and exercise of state surveillance of business done by Entities Subject to Regulation. Regulated Activities may only be performed based on and within the extent of a licence.

Entry into force notes
The Act enters into force on 1 August 2001 except for Div.I, Article 3(b), Article 5(1.c), Article 12, Article 14, Article 20 and Div.III.
Notes
Div.I, Article 3(b), Article 5(1.c), Article 12, Article 14, Article 20 and Div.III enter into force on 1 January 2003.
