Abstract
This Drought Management Plan, consisting of six chapters, presents general guidelines for developing drought preparedness, as well as planning and managing actions for monitoring, impact prediction assessment and mitigation. It develops measures to minimise socio-economic and environmental impacts of drought-related conditions, prevent and alleviate effects in the context of broader climate management and economic development plans. The proposed actions and measures offer a risk management approach, providing a near-term and long-range strategy to decrease the risks associated with drought and extreme weather events. The Plan highlights the importance of appropriate policies, effective information management and early warning system, and promotes incentives for managing risks and impacts of droughts, and for increasing resilience, through the establishment of proper institutional structures.
